Hugo Blanco was a Peruvian political figure, leader of the Confederación Campesina del Perú (CCP, Campesino Confederation of Peru), leader of Trotsky's Fourth International and a writer. He was born in Cusco, Peru on November 15, 1934 and died in Uppsala, Sweden on June 25, 2023.

Blanco was a leading figure in the peasant movement in Peru in the 1960s. He organized peasants and indigenous people to take over land from large landowners. He was also a member of the Trotskyist Fourth International.

In 1965, Blanco was arrested and sentenced to 25 years in prison for his activities. He was released in 1970 and continued his political work. He was elected to the Peruvian Senate in 1990 and served until 1992.
